Personal health cloud access is provided to every beneficiary. The record is reachable by the person it describes, or by a parent or guardian for a minor. The school that hosted the programme receives aggregate reporting and does not hold individual clinical records.
This is not a courtesy. It is the position that makes the record trustworthy enough to be worth creating.
